COVID updates: you can enter Ukraine in case of full vaccination from June 2021

From June you can enter Ukraine without additional requirements (no need to take RAT or PCR tests) in case of full vaccination.

Insurance from COVID is required anyway! Pay attention to this.

Resolution of the Cabinet of Ministers of Ukraine of June 23, 2021 № 657 amended the resolution of the Cabinet of Ministers of Ukraine of December 9, 2020 № 1236.

From July 2, 2021, all foreign citizens, citizens of Ukraine, holders of a permanent or temporary residence permit, stateless persons who arrive from India, Great Britain, Russia or Portugal or have been on their territory for more than 7 days within 14 days, are required to undergo a rapid test to determine the antigen of the SARS-CoV-2 coronavirus at checkpoints (control points) across the state border.

• Foreign citizens and holders of a temporary residence permit without a negative result of a rapid test for the determination of the SARS-CoV-2 coronavirus antigen, conducted at checkpoints (control points) across the state border, will be denied entry into the country. The presence of an insurance policy, as well as a negative result of a PCR test or antigen (valid for 72 hours), or a certificate of a complete course of vaccination also remain valid.

• Citizens of Ukraine and holders of a permanent residence permit, upon receiving a positive result of an express test for the determination of the SARS-CoV-2 coronavirus antigen, conducted at checkpoints (control points) across the state border, must go for self-isolation / observation with the installation of the Vdoma application.

Testing points for the determination of the SARS-CoV-2 coronavirus antigen are located in the border control zones of checkpoints across the state border. The cost of testing is paid by the person who enters.

The following are exempted from passing testing at the border:

• children under 12 years old;

• persons recognized as refugees or persons in need of complementary protection;

• employees of diplomatic missions and consular offices of foreign states, representations of official international missions, organizations accredited in Ukraine, and members of their families;

• drivers and crew members of freight vehicles, buses carrying out regular, irregular and commuting, crew members of air and sea, river vessels, members of train and locomotive crews;

• servicemen (units) of the armed forces of NATO member states and NATO member states of the Partnership for Peace program who participate in training activities for the armed forces.

The list of countries with an increased risk of contracting the Delta strain coronavirus will be reviewed regularly.

All foreign citizens regardless of the country of arrival to enter Ukraine must have a policy (certificate) of insurance issued by an insurance company registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with an insurance company – a partner on the territory of Ukraine (assistance), and covers the costs related to the treatment of COVID-19, observation, and is valid for the entire period of stay in Ukraine.

And also have one of the following documents:

• a document confirming the receipt of a full course of vaccination against COVID-19 with vaccines included by WHO in the list of approved for use in emergency situations: Pfizer/BioNTech, Johnson & Johnson’s Janssen, AstraZeneca / Vaxzevria, AstraZeneca/Covishield (India), AstraZeneca/SKBio (South Korea), Moderna, Sinopharm, CoronaVac (Sinovac); or

• a negative rapid test for the SARS-CoV-2 antigen (RAT, Ag) that was done no more than 72 hours before entry; or

• a certificate of a negative PCR test result done no more than 72 hours before the entry.

Children under 12 do not need a test and / or a vaccination certificate.

For foreign citizens, there is no possibility to do the PCR test in Ukraine or self-isolate. In the absence of a test / vaccination and/or insurance policy the border crossing for entry or transit will be denied.

Test results / vaccination and insurance policy are not required from:

• transfer passengers who do not leave the transit zone of the airport and do not cross the border of Ukraine (unless otherwise provided by the requirements of the country that is the final point of their route);

• foreigners or stateless persons permanently residing on the territory of Ukraine, and persons recognized as refugees, or persons in need of additional protection;

• employees of diplomatic missions and consular offices of foreign states, representations of official international missions, organizations accredited in Ukraine, and their family members;

• drivers and crew members of freight vehicles, buses carrying out regular, irregular and commuting, crew members of air and sea, river vessels, members of train and locomotive crews;

• military personnel (units) of the armed forces of the NATO member states and NATO member states of the Partnership for Peace program who participate in training activities for the armed forces.

The insurance policy, which was purchased through the portal, can be transferred for the required period for the tourist. The procedure for changing dates can be carried out several times.

A citizen of Ukraine, or a person with a permanent residence permit may not buy an insurance policy.

Ukrainians and holders of a permanent residence permit are exempted from the requirement to have or undergo testing and / or self-isolation with the installation of the Vdoma application when returning to Ukraine from any country in the world except the Republic of India, the United Kingdom of Great Britain and Northern Ireland, the Russian Federation, the Portuguese Republic. .

If a person has spent more than 7 days in the territory of India, Great Britain, Russia or Portugal within 14 days, he / she must undergo a rapid test to determine the antigen of the SARS-CoV-2 coronavirus at checkpoints (control points) across the state border.

Upon receiving a positive result of a rapid test (or refusal to test) for an antigen, the person should go for self-isolation / observation with the installation of the Vdoma application.

Certificate of antibodies to COVID-19 will not be accepted.

If you are planning to have a flight and will need a result in English, please, indicate that. And do not forget to consult with your airline company about other requirements for the test.

Remember some important recommendations before PRC test procedure:

– do not eat or drink for 3-4 hours before taking biomaterial for testing;

– also, the day before the test, avoid alcohol and fat foods.

Update about lockdown situation in Ukraine as from 1st of May 2021.

The Emergency Situations Commission canceled the lockdown in Kyiv. In particular, from May 1st, public transport will resume work as usual; schools and universities will open on May 5th.

What will work from May 1st:

  • shops (non-food stores that did not work during the lockdown);
  • shopping malls;
  • markets and fairs;
  • restaurants, cafes, bars;
  • gyms and fitness centers.

The Administrative Services Centres will also resume their work, but they will receive visitors by appointment through electronic services.

From May 5th educational institutions in Kyiv will resume their work.
